At the general discussion at the Conference on the Struggle with Transnational Organized Crime and Corruption, Oleh Bilorus, Head of the Standing Delegation of the Verkhovna Rada of Ukraine, drew attention of the delegates to "the pressing issue of the modern society corruption, especially, public corruption."
The Head of the Ukrainian delegation stated that "international global corruption endangers secure development of the countries, democratic and social processes and national security of every state, especially, transitional economies."
Oleh Bilorus suggested setting up an international public prosecution office under the United Nations Security Council to monitor the accounts of income and expenses of the head of states and the governments.
The Head of the Ukrainian delegation declared that dictatorship of international law, transparency of evidence and expenses of the government officials and other power representatives, development of the international legal norms of criminal responsibility of the government officials and politicians are important tools of struggle against public political corruption and formation of anti-national oligarchic clans and organizations. "The necessity of setting up an International Anti-Corruption Tribunal is apparently long overdue," O.Bilorus stressed. He believes that the governments and parliaments should bear full responsibility for the growth of scope and consequences of the global corruption, international cooperation being based on the feasible international programs.
